🇺🇲 🇨🇳 Commerce cleared Chinese firms with empty offices and blacklist ties to handle Nvidia H200 chips, according to The New York Times The Commerce Department approved a Chinese company called New Matrix to assemble Nvidia's H200 chips into AI servers, and when The New York Times went looking for it, the listed address in an industrial park on Beijing's northwest fringe was "a hollow gray shell with wires dangling from the ceiling where lights should be" (Photo below). A company directory did not list the firm, and the park's property management office told the paper it had no record of it. New Matrix was created 17 months ago and did not respond to requests for comment. According to Chinese corporate records cited by the Times, two of New Matrix's primary owners appear in records of companies connected to Wise Road, a Chinese private equity fund the US placed on the Commerce Department's entity list in 2024 for helping Beijing acquire sensitive chip companies. Wise Road's founder, Li Bin, also chairs Tsinghua Unigroup, whose subsidiary New H3C Semiconductor Technologies was entity-listed in 2021 for working with the Chinese military. Two analysts told the Times they believed New Matrix may be a front for firms associated with the fund. New Matrix is the second approved H200 handler with no visible physical presence: in September the Times found Maginfra's listed office deserted, and analysts tie that firm to entity-listed Inspur. The Times reports Commerce has cleared roughly two dozen Chinese firms to buy or handle H200s, including Baidu, BYD and Tesla Shanghai, per people familiar with the approvals, and that other licensees link back to military suppliers, including Zhejiang Yindun Cloud (tied to Range Intelligent Computing) and Shanghai Jiatang (which grew out of state-owned Datang Telecom). The H200 sales run under Trump's arrangement in which chips assembled in Taiwan route through the US so Washington can collect a 25 percent tariff. Liza Tobin, a former NSC China director, told the paper she has "a ton of concerns" that neither Commerce nor Nvidia is doing enough due diligence on license terms. Both sides answered on record. A Bureau of Industry and Security spokesman said the agency carefully reviews all applications for national security risk, imposed $324 million in export penalties in 2025, and hired more than 90 enforcement officers this year. Nvidia spokesman John Rizzo said "it makes no sense for the Chinese military to depend on American technology" and noted Beijing has strictly limited H200 imports. H200 shipments to China were under 1 percent of Nvidia's data-center revenue in the quarter ended July, the Times reported.
